will one day be crowned king or queen of england. captioning funded by cbs good morning, everybody. good to be with you. i'm terrell brown. it did not take long for the white house to dismiss the republican counteroffer, the proposal to avoid the so called fiscal cliff. it is a $2.2 trillion offer that does not raise the tax rate on the wealthiest americans and that has become the central issue of the negotiations. the white house says republicans still are not ready to get serious. susan mcginnis is in washington with the back and forth details. susan, good morning to you. >> reporter: good morning, terrell. gop leaders here on capitol hill sent their plan to the white house in this letter on monday, and now that both initial offers are out there, both sides say it's time to get serious. governors from six states are headed here to washington today

to tell president obama their thoughts on the fiscal cliff. the bipartisan group says both sides need to work together to avoid the tax increases and spending cuts due to kick in at the end of the year. >> no one's going to get what they want, but as a country to move forward, we've got to figure out who gives where, and if everything is going to be out on the table, how do we negotiate that? >> reporter: republicans have given a counterproposal to the president's plan which he issued last week. they say their plan would cut $2.2 trillion from the federal deficit over ten years. with $600 billion in health care cuts, $300 billion in cuts to mandatory spending and another $300 billion in cuts to other federal spending. the biggest difference between the republican plan and the president's remains taxes and how the government can generate more revenue to pay down the debt. >> rates have to rise on the top 2%. there's no other way to do it.

>> reporter: president obama says his plan will raise taxes on the rich, bringing in $1.6 trillion. republicans want to close tax loopholes and eliminate deductions, which they say will raise $800 billion in new revenue. >> the president has a huge responsibility to work together with congress and find a solution to avert the fiscal cliff. >> reporter: and they say it's now up to the president to find a plan that can pass both chambers of congress. so now that each side has rejected the other's first offer, it's going to be interesting and important to watch the timing of the next offer on the part of the white house to really try to figure out, terrell, how far both sides are willing to take us toward that cliff. >> and which side has the edge at this point. susan mcginnis in washington this morning. thank you so much. iran says this morning it's captured a united states drone flying over iranian air space. the drone was reportedly gathering information over the

persian gulf when it was captured by iranian naval units. in 2011, iran brought down a cia drone. at the united nations, the general assembly approved the resolution that calls on israel to open its nuclear facilities for inspection. the resolution calls on israel to join the nuclear nonprolivelation treaty. it's widely believed israel has a nuclear arsenal, but the israelis have never confirmed or denied they had nuclear weapons. the u.s. is considering military options if syria uses chemical or biological weapons against opponents of the assad regime. u.s. intelligence has detected signs the syrian regime has begun preparing chemical weapons for possible use. it's believed syria has chemical and biological weapons stored at some two dozen sites. speaking in washington yesterday, president obama issued a pointed warning to president bashar assad. >> the world is watching. the use of chemical weapons is and would be totally unacceptable. and if you make the tragic mistake of using these weapons,

there will be consequences and you will be held accountable. >> the assad regime won't admit it has chemical weapons, but says if it did, it would not use them. in egypt today, opponents of president mohamed morsi plan a huge protest march and a general strike. crowds have started to gather in cairo's tahrir square. holly williams is in cairo. holly, good morning to you. what's the latest there now? >> good morning, terrell. well, president morsi's opponents are calling this a final warning to the president and his islamist allies. they're expecting tens of thousands of people today, perhaps more. they're angry about two things. first of all, president morsi's power grab of 12 days ago in which he gave himself expanded new authority. secondly, a draft constitution, which we put to a referendum, a popular vote in two weeks time. critics say it gives too prominent a role to islamic shari'a law but fails to protect some basic freedoms.

>> despite protests there, if there's a vote on the constitution, will it likely go in president morsi's favor if there's even a vote at all? >> reporter: there's a very good chance that this draft constitution will pass at referendum, in part because many egyptians want stability after two years of political turmoil, and perhaps for that reason, we're seeing some of president morsi's opponents turn to increasingly desperate measures. many judges are on strike. others say they may join the group later today. some are even talking about civil disobedience and trying to physically disrupt that referendum, stop it from taking place. >> thank you so much. back in this country, health experts say the flu season is off to one of its earliest starts in nearly a decade. the number of flu cases have jumped in five southern states and this year's strain tends to make people sicker than other types. it's particularly hard on senior citizens. the good news, more than a third of americans have been

vaccinated and this year's vaccine is effective against the strains of the flu virus seen so far. northern california is in store for another round of wet weather. a new storm system is moving in today with up to five more inches of rain expected on top of the series of storms that drenched the area. but meteorologists say today's storm won't be as bad as the three previous storms that drenched the area with up to 20 inches of rain over a five-day period. the duchess of cambridge remains in a london hospital this morning suffering from an acute form of morning sickness. the royal pregnancy was announced yesterday. kate is expected to remain hospitalized for several days. mark phillips reports. >> reporter: judging from the way she was hopping around playing field hockey at her old school last week, kate, the duchess of cambridge, did not seem either pregnant or unwell. but now it's official. she's both. the royal family was forced to announce the pregnancy earlier than it would have liked because kate at less than 12 weeks pregnant has been admitted to

this london hospital with an acute form of morning sickness, a condition obstetricians say is uncomfortable, but not at this stage worrying. >> you can become dehydrated, and the aim of the admission is to rehydrate through intravenous fluids. >> the great unasked question in the year and a half since the wedding has always been hen the pitter patter of royal feet would arrive. timing was everything. no baby, royal watchers said. until after the queen's 60 years on the throne jubilee was over. and right on cue lately, the signs have been there. william was given a baby outfit during a recent outing and said he'd keep it. kate recently declined to taste a peanut butter based sauce for fear of an allergic reaction. and lately she's been choosing

slamming the philippines. the storm has sustained winds of more than 100 miles an hour with a rain band 300 miles wide. homes have been destroyed, power knocked out and many areas flooded. more than 40,000 residents have been evacuated. at least one death has been reported. forecasters say the typhoon will keep hammering the philippines until friday. here in new york, police are looking for a man who pushed a stranger in front of an oncoming subway train. the victim died monday afternoon at a subway stop just a few blocks from times square. this is amateur video taken just before the incident. witnesses say the suspect on the right was mumbling to himself before he pushed the victim. lawyers for george zimmerman have released a photo taken the night he shot and killed florida teen trayvon martin. it shows him with a bloody nose. and it is a color version of a photo released several months ago. zimmerman's lawyer says the picture was taken by police and only given to them recently. the neighborhood watch volunteer claims he shot martin in self-defense. his trial is set for june.

doctors in arizona say an 11-year-old girl could die if she's not brought back to the hospital soon. this is surveillance video of her mother walking her out of a phoenix hospital last wednesday. doctors had to amputate the girl's arm and insert a heart catheter. the border patrol stopped her father over the weekend but said he had nothing to do with his daughter's disappearance. in georgia, high carbon monoxide level at a school sent at least 42 students and seven adults to the hospital. students started feeling sick at an elementary school, so they evacuated the school. all the victims were treated and released. officials say the school does not have carbon monoxide detectors because they are not required by georgia law. up next on a tuesday morning, we'll have your weather forecast. in this morning's money watch, mitt romney goes back to work a month after losing his bid for the white house. the republican presidential candidate has a new job. new job. marcel tolkowsky...

14%. drug maker pfizer is preparing to cut back its work force. the layoffs will target sales representatives who market drugs to doctors. pfizer is facing increased competition from generic drugs, particularly from the generic version of its cholesterol medication lipitor. mitt romney may not have gotten the job he wanted when he lost the presidential election, but he's going back to work. romney will rejoin the board of marriott international. he's held the same position with the hotel chain twice before. romney's namesake is the company's founder john willard marriott. romney's first name is willard. his father and marriott were close friends. and fannie mae and freddie mac will take a holiday break from foreclosing on homes. they will suspend evictions in the days leading up to christmas and will resume the process on january 2nd. jp morgan chase and citigroup have also announced a moratorium on evictions during the holidays. hopefully it will relieve a

ago and is about 11 billion miles from earth. scientists say the magnetic highway is the last layer between the solar system and interstellar space and could take two to three years to cross. on mars, curiosity may have found signs of life. scientists said on monday the rover found hints of carbon, an essential building block for life. the problem, though, scientists aren't sure where they carbon came from. they say it could have been from the red planet or could have come from comets or asteroids or could have been brought by the rover itself. the twitterverse has a new member. the pope. starting next wednesday, pope benedict will send his first tweet. it is a verified account, i did check earlier. he'll tweet in eight different languages. the english version already has plrn 3 -- more than 325,000 followers.
